Notes from Keith:
Prison ID: One of the witnesses scheduled to testify is DMV Commissioner Minoli. Will she recommend non-binary option as will be offered on VT Drivers’ Licenses as of 07/01/2019?
H-107: Would allow 12 weeks Family Leave & 8 weeks Medical Leave per year. People earning equal to or less than livable wage ($13.50/hr.) will receive 90% of wages. People earning above livable wage will receive 50% of wages. This is a mandatory versus voluntary program (VT/NH proposal from Gov. Scott). It imposes a 0.55 cent payroll tax on all employees.
S-169: 24-hours wait on purchase of handgun (Remember Andrew). Allow transfer of large capacity magazines, which were grandfathered under prior legislation, to immediate family members. Health care providers can disclose to law enforcement when they believe there is reason risk to health and safety of an individual or to the public.
H-513: Broadband. This bill has passed the House and is now before Senate Finance. The bill promotes and supports expansion of broadband in VT; bill recognizes 27% of Vermonters do not currently have access. It creates a Connectivity Fund that would provide grants to municipalities for study and development of services. Initial monies appropriated are modest, but there is a process to regenerate fund on an annual basis to ensure ongoing monies will be available.
H-185: Access to gender segregated programs, activities, and facilities for students who identify as transgender or gender non-conforming. Outright youth attending Queer Leadership Day on Friday 03/29 testified in support of this bill before both House & Senate Education Committees. Neither committee has the bill on their committee agenda for discussion.
